A new Singapore bill aims to revolutionize the gig economy by introducing a range of protections for platform workers, including ride-hailing drivers and on-demand delivery personnel.

The Platform Workers Bill, introduced in Parliament on August 6, comes a year and a half after its key provisions were first announced.

What’s in the box?

The Ministry of Manpower (MOM) outlined four key areas addressed by the bill. First, it will support the housing and retirement adequacy of platform workers through amendments to the CPF Act.

Second, it proposes work injury compensation and strengthens responsibilities to prevent injuries.

Third, it establishes a legal framework for platform worker representation. Fourth, it defines the scope of companies and workers covered under the new legislation.

Platform workers, rejoice!

NTUC secretary-general Ng Chee Meng praised the bill as an “important milestone” for platform workers.

The bill will empower industry associations to negotiate collectively, better represent workers in disputes, and provide enhanced support services.

Platform workers are currently represented by three associations: the National Private Hire Vehicles Association, National Delivery Champions Association, and National Taxi Association.
